How can I communicate with (or simulate) a device that supports SCPI commands?

SCPI (Standard Commands for Programmable Instruments) is a text-based application protocol that many measurement instruments offer via a serial data interface (RS232), USB virtual COM port, or other communication links. A typical example for such an instrument are digital multimeters like Agilent HP34401 or Tektronix DMM6500.
